Tight Lie
Problem
The ball is resting on very short grass or mostly dirt.
Cure
Try to clear your hips early during the swing and make crisp contact with the ball.
Therapy
Place the ball in the center of your stance so you can stay lower in the shot. Your stance should be open to help you rotate your hips and body better through impact. You want to be sure you make contact with the ball first, so be certain that you hit down on it.
I just tried it and it really helps to get the club down on the ball so hard that it feels like for a second that the ball is almost trapped between the clubhead and the ground before moving through it.
